Thanks for the help...  I tried the "inline" method and it works.  Actually, this is how I developed and tested the plugin (using the Bundle-Classpath in the manifest file).  So, for deployment, all I needed to do was manually package the service as a jar file and replace the service jar file in the plugin-packages->plugins folder with the one that I manually created.

 

Its a shame that the vSphere Package tool ("vSphere SDK Tools"->"Package vSphere Client plug-in")  doesn't do this for you as an option in the dialog box.  Perhaps as an option in a future release?
