View Agent / Client Policy Settings

I have a few questions re the combination of agent and client settings for USB / smartcard re direction.

1. Does the client need to be a member of the domain for usb agent settings to be downloaded on connection?
2. Are settings downloaded if the client is a thin / zero client?
3. Also, what happens if the thin client has the linux open client, are settings downloaded?
